Upstream Strategy Group continues to grow, and we are excited to announce the newest additions to our expanding practice.
Shannon Andrews is joining Upstream as our newest Principal. Shannon joins Upstream following a distinguished 20 year career at the Saskatchewan Legislature, having served as Chief of Staff to Premier Scott Moe since 2018. Shannon has held pivotal roles across nearly every aspect of political operations and the civil service and has also been a cornerstone of the Saskatchewan Party’s electoral juggernaut. Most recently, she served as Co-Campaign Manager for the 2024 election victory, the Party’s historic fifth consecutive majority victory. Shannon brings decades of experience helping shape Saskatchewan’s economic growth and leading public policy changes, and will provide that level of insight and strategic expertise for our clients. Scott Fielding joins Upstream as a Senior Advisor, following a 15 year career in elected office serving in both municipal and provincial governments in Manitoba. Scott served as Manitoba’s Minister of Finance for four years to Premier’s Pallister and Stefanson, helping navigate the province through the Covid-19 pandemic and steward Manitoba’s finances. Scott had previously served as Minister responsible for the Civil Service Commission and Minister of Families during his tenure in the Manitoba Legislature. Scott also served as a Winnipeg City Councillor for eight years and served as chair for the City of Winnipeg's Economic Opportunity Commission and the Chair of the Finance Committee of Council. Jim Lemaigre is also joining Upstream as a Senior Advisor. Jim is a leading voice for Indigenous communities and served as the Saskatchewan Party MLA for Athabasca from 2022 - 2024. In that capacity, Jim served as Legislative Secretary to the Minister of Government Relations as well as the Legislative Secretary responsible for Mental Health and Addictions to the Minister of Mental Health and Addictions, Seniors, and Rural and Remote Health. Before becoming an MLA, Jim served as an RCMP officer in several Saskatchewan communities and was also the program manager for the First Nations and Indigenous Policing Program through the Ministry of Corrections, Policing and Public Safety.
